Martín Alberto Vizcarra Cornejo was born in Lima, on March 22, 1963. He is the son of César Vizcarra Vargas, mayor of Moquegua and member of the Constituent Assembly of 1978, and of Doris Cornejo, elementary school teacher.
He studied in Moquegua and then continued with his higher education at the National University of Engineering (UNI), graduating as civil engineer.
He was Director of the Society of Industries of Moquegua and member of the Advisory Committee of the National Council of Science and Technology (CONCYTEC) in 2010. Likewise, he was Dean of the College of Engineers of Moquegua (2008-2009 .
He entered the political life being elected as Regional President of Moquegua (2011-2014), and then as First Vice President of the Republic, in the general elections of 2016. At the same time, he occupied the position of Minister of Transport and Communications (2016-2017) and Ambassador of Peru to Canada (2017-2018).
